FDA says cloned animals are OK to eat
Scientists say meat, milk just as safe as from conventional livestock

WASHINGTON - The government declared Thursday that food from cloned animals is safe to eat.

After more than five years of study, the Food and Drug Administration concluded that cloned livestock is “virtually indistinguishable” from conventional livestock.

FDA believes “that meat and milk from cattle, swine and goat clones is as safe to eat as the food we eat every day,” said Stephen Sundlof, director of the FDA Center for Veterinary Medicine.

Officials said they don’t think special labels are needed, although a decision on labeling is pending.

Because scientists concluded there is no difference between food from clones and food from other animals, “it would be unlikely that FDA would require labeling in those cases,” Sundlof said.

Final approval is still months away; the agency will accept comments from the public for the next three months.

Critics of cloning say the verdict is still out on the safety of food from cloned animals.

“Consumers are going to be having a product that has potential safety issues and has a whole load of ethical issues tied to it, without any labeling,” said Joseph Mendelson, legal director of the Center for Food Safety.

Carol Tucker Foreman, director of food policy at the Consumer Federation of America, said the FDA is ignoring research that shows cloning results in more deaths and deformed animals than other reproductive technologies.

Consumer concern
The consumer federation will ask food companies and supermarkets to refuse to sell food from clones, she said.

“Meat and milk from cloned animals have no benefit for consumers, and consumers don’t want them in their foods,” Foreman said.

However, FDA scientists said that by the time clones reached 6 to 18 months of age, they are virtually indistinguishable from conventionally bred animals.

Labels should only be used if the health characteristics of a food are significantly altered by how it is produced, said Barb Glenn of the Biotechnology Industry Organization.

“The bottom line is, we don’t want to misinform consumers with some sort of implied message of difference,” Glenn said. “There is no difference. These foods are as safe as foods from animals that are raised conventionally.”

Those in favor of the technology say it would be used primarily for breeding and not for steak or pork tenderloin.

Cloning lets farmers and ranchers replicate exceptional animals, such as pigs that fatten rapidly or cows that are superior milk producers.

‘Simply a genetic twin’
“It’s not a genetically engineered animal; no genes have been changed or moved or deleted,” Glenn said. “It’s simply a genetic twin that we can then use for future matings to improve the overall health and well-being of the herd.”

Thus, consumers would mostly get food from their offspring and not the clones themselves, Glenn said.

Still, some clones would eventually end up in the food supply. As with conventional livestock, a cloned bull or cow that outlived its usefulness would probably wind up at a hamburger plant, and a cloned dairy cow would be milked during her breeding years.

That’s unlikely to happen soon, because FDA officials have asked farmers and cloning companies since 2001 to voluntarily keep clones and their offspring out of the food supply. The informal ban would remain in place for several months while FDA accepts comments from the public.

Approval of cloned livestock has taken five years because of pressure from big food companies nervous that consumers might reject milk and meat from cloned animals.

To produce a clone, the nucleus of a donor egg is removed and replaced with the DNA of a cow, pig or other animal. A tiny electric shock coaxes the egg to grow into a copy of the original animal. Cloning companies say it’s just another reproductive technology, such as artificial insemination, yet there can be differences between the two because of chance and environmental influences.

Some surveys have shown people to be uncomfortable with food from cloned animals; 64 percent said they were uncomfortable with such food in a September poll by the Pew Initiative on Food and Biotechnology, a nonpartisan research group.

Which came first, the chicken or the egg? People have puzzled over that question for at least 2,000 years. In the eternal cycle of natural reproduction, they saw no answer. But the cycle turns out not to be eternal. Last week, the Food and Drug Administration tentatively approved the use of cloned animals to make food. Natural reproduction is giving way to artificial reproduction. And with the new era comes a new question: Which came first, the steer or the steak?

Case in point: Elvis. He's a 19-month-old Angus calf. You can view him on the Web site of ViaGen, a cloning company. In a recent slide presentation from the Biotechnology Industry Organization, the caption below his photo reads, "Elvis was cloned from a side of Prime Yield Grade 1 beef."

No joke: The calf came from the beef. And Elvis is no freak show. He's a business plan. "Some of your animals have more income potential than others," ViaGen reminds farmers. "Our services help you identify, preserve, and reproduce the genetics of those animals." If a steer is already dead, no problem. In fact, the best way to judge its steakworthiness is to cut it open and hang it on a hook. That's what happened to the original incarnation of Elvis. "Biopsy samples should be collected from your animal as soon as possible," ViaGen advises. If you like that side of beef and want another just like it, we can grow it for you.

A steer from a steak from a steer. Ladies and gentlemen, Elvis has re-entered the building.

The political fight over animal cloning is just beginning. It's a lot like the fight over human cloning, except that the roles are reversed. Right-wing groups and Republican senators fanned fear and ignorance about human cloning; left-wing groups and Democratic senators are fanning fear and ignorance about animal cloning. Moderates on both sides get trampled. So do principles. The same liberals who demand stem-cell research using human embryos and who blasted the FDA for delaying approval of emergency contraception now accuse the FDA of recklessly approving cloned food.

The left-wingers want the FDA, Congress, and President Bush to keep clones off the market. Their case, laid out in a petition to the FDA, is a mess of anecdotes, obsolete data, speculation, and ideology. Like right-wingers in the human cloning debate, they expect the government to honor even their "religious" objections. But their strongest argument is that cloned food is unsafe, since cloning, unlike fertilization, often fails to reprogram genes for normal embryonic development.

It's a sensible worry, but the facts don't bear it out. The FDA's review, based on exhaustive and fully disclosed analysis of scientific journal articles, health records, blood samples, and meat and milk composition, found no "food consumption risks or subtle hazards in healthy clones of cattle, swine, or goats." The agency concluded that "food from the sexually reproduced offspring of clones is as safe as food that we eat every day."

Why don't reprogramming errors taint your food? Because if they're serious, they kill the animal before it's old enough to be milked or eaten, or they cause defects that make the animal flunk federal food safety inspections. They don't carry over to a clone's offspring, since fertilization, like rebooting, cleans up programming errors. And the offspring are where the milk and meat will come from. ViaGen charges $15,000 to clone a steer. You don't butcher a $15,000 clone. You use it for breeding.

Critics say cloning often causes health problems for cloned animals and their surrogate mothers. That's true, but less so in some species, and the rate of complications is falling as the technology improves. Opponents of cloning also suggest we should ban it because it's unethical "to alter the essential nature of animals." Essential nature? We've been breeding animals for 15,000 years. We've been artificially inseminating them for nearly 700 years. Most apples, bananas, grapes, peaches, and potatoes are clones, and a lot of meat sold today was produced through in vitro fertilization, embryo transfer, or embryo splitting.

The silliest rap on cloning is that it offers "no consumer benefits." That's insane. Cloning means total genome control. It bypasses the uncertainties of breeding. It also improves breeding, since five clones of your best bull or cow produce five times as much sperm or eggs. Theoretically, you can target any trait for cloning: more muscle, less fat, more omega-3 acids. You can even help the environment by cloning animals that eat grass instead of grain.

In principle—with apologies to Bill Clinton—there's nothing wrong with biotechnology that can't be cured by what's right with biotechnology. Yes, poorly cultivated clones may require antibiotics. But efficient cloning can reduce the use of antibiotics, not to mention growth hormones, by spreading healthier genes. Yes, factory farming can transmit mad cow disease. But guess what blocked mad cow disease in a study released this week? A combination of genetic engineering and cloning.

Cloning can be humane, too. Farmers don't want their animals to get sick. Instead of calves that are born big, they'd rather get calves that are born small—so their mothers can deliver them easily—and grow quickly thereafter. Dairy farmers prefer female calves to males, which get slaughtered for veal. Cloning could address all three problems. Biotechnology might even help us grow meat without growing and killing whole animals.

Messing with nature at this level is never simple. It requires ongoing debate, monitoring, and regulation. But we're not even getting that debate. Instead, opponents are relying, as they have in the human cloning debate, on the sheer fact that cloning freaks people out. To reinforce this revulsion and intimidate regulators, politicians, and food producers, they constantly emphasize surveys showing that Americans are uncomfortable with cloned food, think it's unsafe, and won't buy it. As though polls settled the matter. As though the FDA should put science before politics, but only when it suits liberals.

Yes, we're scared of cloned food. But according to the same polls, most of us have heard little about animal biotechnology, don't know biotech food is already in supermarkets, and, against all reason, are more afraid of cloning animals than of genetically engineering them. Don't be cowed. Question your fears. That's the difference between us and the animals.

Report finds no evidence of risks; decision removes last regulatory barrier

A long-awaited final report from the Food and Drug Administration concludes that foods from healthy cloned animals and their offspring are as safe as those from ordinary animals, effectively removing the last U.S. regulatory barrier to the marketing of meat and milk from cloned cattle, pigs and goats.

The 968-page "final risk assessment," not yet released but obtained by The Washington Post, finds no evidence to support opponents' concerns that food from clones may harbor hidden risks.

But, recognizing that a majority of consumers are wary of food from clones -- and that cloning could undermine the wholesome image of American milk and meat -- the agency report includes hundreds of pages of raw data so that others can see how it came to its conclusions.

The report also acknowledges that human health concerns are not the only issues raised by the emergence of cloned farm animals.

"Moral, religious and ethical concerns . . . have been raised," the agency notes in a document accompanying the report. But the risk assessment is "strictly a science-based evaluation," it reports, because the agency is not authorized by law to consider those issues.

In practice, it will be years before foods from clones make their way to store shelves in appreciable quantities, in part because the clones themselves are too valuable to slaughter or milk. Instead, the pricey animals -- replicas of some of the finest farm animals ever born -- will be used primarily as breeding stock to create what proponents say will be a new generation of superior farm animals.

When food from those animals hits the market, the public may yet have its say. FDA officials have said they do not expect to require food from clones to be labeled as such, but they may allow foods from ordinary animals to be labeled as not from clones.

Opponents express dismay
Opponents of the approval, including some concerned about the welfare of the clones themselves, expressed dismay upon learning about the FDA's intentions.

Joseph Mendelson, legal director of the Center for Food Safety, a Washington advocacy group that petitioned FDA to restrict the sale of food from clones, said his group is considering legal action.

"One of the amazing things about this," Mendelson said, "is that at a time when we have a readily acknowledged crisis in our food safety system, the FDA is spending its resources and energy and political capital on releasing a safety assessment for something that no one but a handful of companies wants."

Others countered that public opinion and politics should play no bigger role in the decision on clones than it should in the approval of a drug or a contraceptive.

"In fact, cloned animals have been studied much more than naturally produced animals," said Cindy Tian, who has analyzed milk and meat from clones at the University of Connecticut. "We have more data on them than for any other animal that we eat."

Release of the analysis was slowed for years by several forces, including the dairy industry, concerned about the potential impact on exports of U.S. whey solids, foreign sales of which are growing for use as a protein supplement.

In the past month, as an announcement neared, members of Congress, led by Sen. Barbara A. Mikulski (D-Md.), sought to delay approval through legislation.

Trade-related agencies including the Foreign Agricultural Service and the Office of the U.S. Trade Representative, which for years have struggled to get countries to accept U.S. gene-altered crops, also raised red flags.

A final blitz of meetings with FDA officials last week brought grudging acquiescence, insiders said. And it is possible, sources said, that even after the risk analysis is released, there will be calls for farmers to voluntarily refrain from selling products from clones until the trade issues can be resolved.


Challenges to assessing risk
To create its final risk assessment, the FDA gathered data on nearly all of the more than 600 U.S. farm-animal clones produced and hundreds of their offspring, as well as many from overseas. But it faced challenges in the process.

Those animals were made by scientists scattered among various universities and companies using different methods that in many cases were difficult to compare.

Moreover, many of those animals were not just clones but also had genes added to them for projects unrelated to food production.

In those cases, it was difficult for FDA reviewers to decide whether any problems were caused by those animals being clones or by their particular genetic alterations. (The FDA has said it will not approve gene-altered animals as food without additional tests for safety.)

Finally, there was the overarching problem of deciding which measures would best predict whether the food was safe. Most puzzling was whether to take into account the subtle alterations in gene activity, called epigenetic changes, that are common in clones as a result of having just one parent.

In the end, facing the reality that epigenetics have never been a factor in assessing the wholesomeness of food, agency scientists decided to use the same simple but effective standard used by farmers since the dawn of agriculture: If a farm animal appears in all respects to be healthy, then presume that food from that animal is safe to eat.

Scientists inside and outside the agency studied thousands of pages of veterinary reports describing weight, size, organ function, blood characteristics and other measures of clones and offspring. For cattle -- the animals for which the most data exist -- full health assessments were conducted for each of five different stages of the animals' life: fetal, newborn, juvenile, sexually mature, and old.

Newborn cattle often unhealthy
They concluded that newborn cattle are often unhealthy, probably because of epigenetic changes. They are usually extremely overweight and have respiratory, gastrointestinal and immune system problems. (Cloned pigs and goats are mostly healthy from the start.)

But those problems typically disappear within the first weeks or months of life as the animals somehow compensate. And since sick clones would not pass muster with food inspectors any more than sick conventional animals would, they pose no concern, the report says.

Studies of cloned farm animal behavior, including mating behavior, also showed them to be the same as ordinary animals. (One exception: On one farm, clones showed a peculiar preference not for the surrogate mother that gave birth to them but to the animal from which they were cloned.)

Scientists also looked at nutrient levels in meat and milk from a few dozen cattle and pig clones and hundreds of their progeny, and compared them with values from conventional animals. They measured vitamins A, C, B1, B2, B6 and B12 as well as niacin, pantothenic acid, calcium, iron, phosphorous, zinc, 12 kinds of fatty acids, cholesterol, fat, protein, amino acids and carbohydrates including lactose.

For almost every measure, the values were virtually the same. The few that differed were still within the range considered normal.

Separately, the agency looked at studies in which milk and meat from clones were fed to animals for up to 3 1/2 months. There was no evidence of health effects, allergic reactions or behavioral changes.

In the end, the agency concluded that it did not have enough information to rule on the safety of food from cloned sheep. It also decided that edible products from newborn cattle clones, which often are metabolically unstable, "may pose some very limited human food consumption risk."

But it found no safety hazards for meat from healthy cattle clones more than a few weeks old, milk from cloned cows, or meat from cloned pigs or goats of any age.

"Food from cattle, swine, and goat clones is as safe to eat as that from their more conventionally-bred counterparts," the FDA risk assessment concludes.

Looking ahead, the report says FDA is collaborating with veterinary and scientific organizations, notably the International Embryo Transfer Society, to create a database on the health of new clones, which will help the agency track the field as the industry grows.

Working with the FDA, the International Embryo Transfer Society is also creating the first manual of animal care standards for clones, to be made available to farmers and the public later this year.
