I don't think it's Mutt. It kinda looks like they are dancing, so it could be anybody. I'm sure Shania would dance with anybody, especially a fan! :p

I'm pretty sure it's Billy Ray Cyrus! I saw an interview he did with Shania, where he got her to kick as high up in the air as she could. He also introdused her once, I don't remember where that was, but she sang COO. It's maybe 3 years ago I think.
Maybe that pic is from when he interviewed her.
